§ Mr. RifkindWe believe that parties to all arms control agreements, including the ABM Treaty of 1972, should scrupulously observe their provisions. We are therefore concerned about the details of a number of possible Soviet contraventions of the treaty mentioned in President Reagan's report of 21 January to Congress. The treaty provides a mechanism, the standing consultative commission, for discussing such matters and we hope the issues can be clarified in this body.
