Mr. Austin Mitchell

asked the Prime Minister whether she will report on the progress made as a result of the radical review by the European Community Commission of Community policies in 1980–81 mentioned in her answer of 5 June 1980, Official Report, column 778.

The review led to the negotiations launched by the European Council in Stuttgart in June 1983. With the successful conclusions of these negotiations at Fontainebleau, the Community has agreed:

  1. (a) a radical reform of Community budget arrangements;
  2. (b) a system for keeping spending, particularly on agriculture, under control.
