§ Mr. Wyn RobertsThe proposals of the Local Government Boundary Commission for Wales arising from the special community reviews of Welsh districts are made jointly to my right hon. Friend the Secretary of State for Wales and my right hon. Friend the Home Secretary. We are empowered to accept its proposals, with or without modifications, or reject them. In no case have we rejected them. However, in the 32 decisions that have been announced since 1979 we have made 72 modifications to certain detailed proposals, in 26 districts. Some 140 community councils have been affected. The political composition of community councils is not known to our Departments.
Few community councils have protested against decisions to modify the commission's proposals. A greater number have objected to particular decisions where proposals have been accepted.
