asked the Prime Minister what criteria she will use to judge the success or failure of the current Government campaign against heroin; and if she will make a statement.

The Prime Minister:

The campaign is designed to improve knowledge about the effects of using heroin and to increase young people's resistance to trying it.

My hon. Friend the Parliamentary Under-secretary of State for Health and Social Security has commissioned Research Bureau Ltd. to undertake an evaluation of the campaign. It interviewed 700 teenagers and 400 parents in February 1985 to establish a baseline for the research and will be repeating the interviews with different groups of the same size in October 1985 and February 1986. This will enable us to judge the effects of the campaign on young people's attitudes to heroin and their knowledge about its effects.
