§ Sir Keith JosephThe Department has limited resources committed to providing grants for selected specific educational services and research, which are relevant to the development of the Government's educational policies. I announced last November the nature of research into the factors affecting standards in schools which the Department might be willing to fund if suitable proposals were submitted. The National Council for Educational Standards have not submitted a proposal in response to that announcement and have not received grant from the Department.
