Mr. Tony Banks

asked the Secretary of State for the Home Department if he will identify those London boroughs where consultation in the police liaison and consultation committees has been rejected by the local authority or where there are no plans to establish a consultation or liaison scheme.

[pursuant to his reply, 18 July 1985, c. 230]: The Commissioner of Police of the Metropolis intends, in pursuance of his duty under section 106 of the Police and Criminal Evidence Act 1984, to make arrangements for consultation between the community and the police in each borough and district within the Metropolitan police district, taking account of the guidance issued by my right hon. and learned Friend last January. As required by the Act, he is consulting borough and district Councils as to the arrangements that would be appropriate in each area. A number of councils are still considering their response. Of those that have responded, none has rejected the possibility of participating in consultative arrangements; but Hackney, Haringey, Redbridge and Tower Hamlets have made proposals which the commissioner considers to be unacceptable because they do not conform to my right hon. and learned Friend's guidance. The Metropolitan police are to have further discussions with these councils.

[pursuant to his reply, 18 July 1985, c. 230]: The Commissioner of Police of the Metropolis tells me that arrangements for consultation between the police and the community, broadly conforming to the guidance issued by my right hon. and learned Friend under section 106 of the Police and Criminal Evidence Act 1984, are now operating in 26 boroughs and districts within the Metropolitan police district. The latest available information about these arrangements is given in the following table:
