§ 56. Mr. Hayesasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress to date in the reform of the United Nations Education, Scientific and Cultural Organisation.
§ Mr. RaisonLargely as a result of our pressure, advances have been made since early 1984 in planning better programmes, reducing politicisation, increasing financial control and finding ways of improving management and the working of the governing bodies. Progress has been quicker in some areas than others. By the end of the year, after the general conference, we should have a clearer picture of whether the organisation will really be healthy enough to reclaim our allegiance.
