§ Mr. WhitneyOur policy is not set out in any single document, but is based on the reports made by the Public Accounts Committee over the years and on precedents agreed with the Treasury in individual cases. In general terms, an ex gratia payment may be made when a member of the public has suffered measurable loss as a direct result of Departmental maladministration, but if the hon. Member has any particular case in mind perhaps he would write to me.
