§ 70. Dr. McDonaldasked the Secretary of State for the Environment if, considering 1986 investment allocations, he will take into account the liabilities of local authorities under the Housing Defects Act.
§ Mr. GowFor the 1985–86 HIP allocations, an indicator was included in the generalised needs index to reflect the need for expenditure on publicly and privately owned defective PRC houses. The arrangements for the 1986–87 allocations are being discussed with the local authority associations, but I expect that this indicator will again be included.
