§ 18. Mr. Beaumont-Darkasked the Secretary of State for the Environment what action he intends to take over Birmingham city council's plans to create 90 parish councils and their implications for rate capping.
§ Mr. WaldegraveNeither the Birmingham city council, nor the Local Government Boundary Commission which is conducting a review in the city, has power to create parishes. If the Commission evntually reports to me with proposals, I will consider whether or not to accept them. There are no immediate implications for rate capping.
