asked the Secretary of State for the Environment what action he intends to take over Birmingham city council's plans to create 90 parish councils and their implications for rate capping.

Neither the Birmingham city council, nor the Local Government Boundary Commission which is conducting a review in the city, has power to create parishes. If the Commission evntually reports to me with proposals, I will consider whether or not to accept them. There are no immediate implications for rate capping.
