§ Mr. Kenneth BakerQuestions about the validity of an authority's financial returns are essentially matters for discussion between my right hon. Friend the Secretary of State and the authority concerned. In accordance with the usual arrangements, the Audit Commission was informed of his view that the London borough of Newham's financial return dated 17 October 1984 did not contain the best information available to him as to the council's total expenditure for 1982–83.
