§ Mr. Batisteasked the Secretary of State for Trade and Industry whether he will place in the Library copies of the Government's submissions to the European Community Commission concerning United States restrictions on technology transfer.
§ Mr. ChannonI have arranged for this to be done.
§ Mr. Batisteasked the Secretary of State for Trade and Industry if he will take steps to protect British companies from the imposition of fines or from blacklisting by the United States Government under the extra-territorial application of its Export Administration Act when those companies are innocent of any offence under United Kingdom legislation.
§ Mr. ChannonI will continue to urge on the United States Government the need to abandon the claim to apply the Export Administration Act, and regulations made under it, extra-territorially to companies in the United Kingdom. This claim, which the Government consider to be without foundation in international law, is an avoidable source of friction between the United States and all her allies; and must in the long term encourage United Kingdom companies to free themselves from reliance on United States technology.
