§ Mr. Canavanasked the Secretary of State for Foreign and Commonwealth Affairs what is the policy of Her Majesty's Government on the sale to the Philippines Government of items such as vehicles which may be used by the Philippines Government to repress the civilian population.
§ Mr. LuceIt is our policy not to authorise the export of licensable equipment where in our judgment it would be likely to be used for internal repression. This would apply to the Philippines, as to any other country. All licence applications are examined on a case by case basis taking into account all relevant factors including human rights considerations.
