§ 58. Mr. John Fraserasked the Attorney-General if the Lord Chancellor will ask the Law Commission to carry out an inquiry into methods of achieving leasehold reform for residential flats.
§ The Solicitor-GeneralThe Lord Chancellor has under consideration the Law Commission's report No. 127 on positive and restrictive covenants, and the Building Societies' Association proposals in its report "Leaseholds- Time for a Change?", both of which involve aspects concerning the ownership of flats. The public will be given an opportunity to comment upon the provisional conclusions on these matters before any major reform is proposed. The conclusions of the committee on the management of blocks of flats under the chairmanship of Mr. E. G. Nugee QC will also have to be taken into account. In the circumstances the separate reference to the Law Commission suggested by the hon. Member would not be desirable.
