§ Mr. WaldegraveThis reduction in Hillingdon's E 18 GRE factor is almost entirely due to the increased negative control total for interest receipts between 1984–85 and 1985–86, as a result of higher interest rates. This is a factor affecting all authorities. In addition, there is a small effect resulting from the increased share of GRE for interest receipts assumed for outer London boroughs, as a result of using latest outturn expenditure information.
§ Mr. Shersbyasked the Secretary of State for the Environment why the indicator for residence for the London borough of Hillingdon is reduced from £24.8437 per unit in 1984–85 to £16.75417 per unit for 1985–86.
§ Mr. WaldegraveThe reduction in the grant-related expenditure (GRE) weighting on Hillingdon's total resident population from 1984–85 to 1985–86 arises from the improvements which have been made to GRE methodology for 1985–86. The inclusion of extra indicators in the formulae for recreation, road maintenance and passenger transport revenue support reduces the weighting given to the total resident population of an area for all authorities.
