Mr. Dalyell

asked the Prime Minister if it is with her approval that Sir Frank Cooper becomes chairman of United Scientific Holdings within a period of under two years of being a permanent secretary at the Ministry of Defence.

The Prime Minister

The appointment of Sir Frank Cooper to the chairmanship of United Scientific Holdings does not take effect within two years of his retirement as permanent under-secretary at the Ministry of Defence, and therefore the Government's approval is not required.

Mr. Gordon Brown

asked the Prime Minister whether she was consulted over the appointment of Sir Frank Cooper, former permanent secretary at the Ministry of Defence, as chairman of United Scientific Holdings.

No. Under the rules governing the acceptance of appointments by former Crown servants, no consultation was required, since Sir Frank Cooper will have been retired for over two years by the time he takes up appointment as chairman of United Scientific Holdings.
