§ Mr. YoungerNo. The substantial task of revaluing every property in Scotland has now been completed; new valuation rolls are in the possession of rating authorities; and new valuation notices are, or very shortly will be, going out to every ratepayer in the country. I have no power to cancel the revaluation, and to make a—necessarily cumbersome and complex—attempt to delay its implementation would be unfair and undesirable.
