Mr. Deakins

asked the Secretary of State for Foreign and Commonwealth Affairs what explanation the European Assembly advanced to the Council of Ministers for its rejection of the draft 1985 budget; and if this draft budget had the approval of the Council of Ministers.

Mr. Rifkind

The European Parliament rejected the draft 1985 budget as agreed by the Council on the grounds that it did not cover twelve months of revenue and expenditure. The Council, in forwarding the draft budget to the European Parliament, undertook to meet additional budgetary requirements by 1 October 1985.
