§ Mr. Allan StewartThe teachers' side of the Scottish Joint Negotiating Committee for Teaching Staff in School Education (SJNC(SE)), which comprises representatives from four teachers' unions, has asked for an independent review of teachers' pay in Scotland. My right hon. Friend has indicated that in his view the appropriate procedure would be to undertake a review of both pay and conditions of service within the existing statutory machinery by the SJNC(SE) itself.
