Mr. Ashdown

asked the Secretary of State for the Environment (1) if he will estimate, for the latest year in which this is possible, the total cost borne by district councils in England and Wales in the collection and payment of the 5p concessionary television licence;

(2) if he will list (a) the district councils in England and Wales which collect the 5p concessionary licences from eligible tenants and (b) the district councils in England and Wales which elect to pay the 5p concessionary television licence themselves, rather than collect it from eligible tenants;

(3) if he will estimate, for the latest year for which this is possible, the total number of man days expended by district councils in England and Wales in the collection and payment of the 5p concessionary television licence.
