§ Mr. AncramThe total amount available for allocation to local authorities in 1985–86 for grants under the Homes Insulation Scheme is about £0.7 million less than in 1984–85. This is because authorities have consistently underspent in recent years. The amount available for distribution in 1985–86 should certainly be sufficient to meet the anticipated demand for grant, both for first-time insulation and for the topping up of existing insulation.
