asked the Secretary of State for Social Services whether his Department issues any guidance to (a) local authorities and (b) voluntary organisations concerning minimum education standards for social workers.

No. Qualifying courses in social work are approved by the Central Council for Education and Training in Social Work, which is appointed by the Government for the purpose. It is the responsibility of employing authorities and organisations to determine whether to employ qualified social workers and in what posts, to decide what educational standards to require of unqualified staff and to provide appropriate initial and in-service training for them.
