asked the Secretary of State for the Environment what was the gross capital investment in (i) housing and (ii) local environmental services in 1970–71, 1975–76, 1980–81, 1984–85, 1985–86 and planned for 1986–87 expressed in (a) cash terms and (b) 1984–85 terms.
