asked the Prime Minister if she will make a statement setting out the additional areas of responsibility and powers of consultation which will be available to the European Assembly in consequence of the agreement made in Luxembourg on 2 and 3 December.

The Prime Minister

It was agreed that the European Assembly should be consulted on the Council's initial view of commission proposals for legislation in a limited number of areas (some internal market, technology and environment matters ). It would be able, by an absolute majority of its members, to suggest amendments to such proposals. The last word would remain with the Council. The Assembly's assent would be required for new accessions to the Community and for new association agreements with third countries or groups of countries.
