§ Mrs. Renée Shortasked the Secretary of State for Education and Science if financial assistance would be granted to head teachers of secondary schools for additional responsibilities resulting from his proposed system of teacher appraisal; and if he will make a statement.
§ Sir Keith JosephThe offer tabled in the Burnham committee on 12 September and constructed on the Government's conditional willingness to see an extra £1,250 million spent on teachers' pay would have provided for the introduction of systematic arrangements for appraisal of performance and would have given head teachers substantial pay increases of about 18 per cent. The unions rejected this offer after just 20 minutes' consideration.
