asked the Secretary of State for the Environment if he is satisfied with the level of public consultation on matters of permitted development.

Mr. Tracey

Yes. The Town and Country Planning General Development Order 1977 grants permission for various forms of mostly minor development which are of such a character that they can be carried out without the need for specific planning permission or public consultation.

asked the Secretary of State for the Environment if he will review the general development order to include greater public consultation for local authority applications.

Article 3 and class XIII of the first schedule to the Town and Country Planning General Development Order 1977 grant planning permission to local authorities to carry out various, mostly minor forms of development, including works on land belonging to or maintained by them, for the purposes of any of the functions exercised by them on that land. It is open to the local authority to decide that in a particular case public consultation would be desirable because of the nature of the development proposed.
