§ Mr. David Youngasked the Secretary of State for Foreign and Commonwealth Affairs who will ultimately be responsible for payments to former Spanish workers in Gibraltar of their pensions which were frozen as a result of Spanish Government action under European Economic Community regulations.
§ Mr. EggarUnder Gibraltar law and under EC regulations, responsibility for payments of pensions rests with the Gibraltar Government. We are having discussions with the Gibraltar Government about how this responsibility will be met.
§ Mr. David Youngasked the Secretary of State for Foreign and Commonwealth Affairs how the £28 million provided by Her Majesty's Government for the Gibraltar dockyard is monitored; and if he will make a statement on the extent to which information on the application of these funds is available to right hon. and hon. Members, the Gibraltar Government and other people of Gibraltar, and from where information is available in each case.
§ Mr. RaisonMonitoring is effected through ODA representation on the board of directors of Gibraltar Shiprepair Limited and by regular visits by officials.
Gibraltar company law requires published annual audited statements that are readily available to interested parties. Matters concerning the company are also discussed in the Gibraltar House of Assembly and reported locally.
