§ Sir Geoffrey HoweThe Commission and Belgium have proposed a number of amendments to the monetary provisions of the treaty. In the Government's view, the key to progress in the monetary field lies not in treaty 37W amendment but in practical steps, and in particular the liberalisation of capital movements as provided for in the existing treaty.
