asked Her Majesty's Government:

Whether it is their intention, when extending regulations governing dangerous substances to smaller sites where hazardous chemicals are stored, to include among those sites vessels permanently or temporarily moored in British internal or territorial waters.

Proposals to extend the current notification requirements to any site containing or liable to contain an aggregate quantity of dangerous substances of 25 tonnes or more were published by the Health and Safety Commission in a consultative document on 31st October. The proposals include vessels permanently moored within the internal waters of Great Britain.

New legislation to control industrial projects offshore is still under consideration.
