§ The Prime MinisterAverage weekly net housing costs for 1983 as reported in the Family Expenditure Survey for both the local authority and private rented sectors are shown in the table as a percentage of the average weekly gross household income in those areas.506W Because rent and rates are recorded as a single payment for most households in the local authority rented sector and some in the private sector, the housing costs shown comprise both rent and rates and small elements for maintenance, service and insurance costs.
