asked the Secretary of State for Scotland if he will publish in the Official Report the product of the 1p rate, in respect of each local authority area in Scotland as at 1 April.

1. Actual penny rate product is calculated by each authority in the terms of the Local Government (Rate Product) (Scotland) Regulations 1975, as amended.

2. Standard penny rate product is the product of population and the national standard amount, which is the level to which local rating resources (actual penny rate product) are brought through payment of resources element of rate support grant. In the few cases where no resources element is paid the standard penny rate product is below the actual penny rate product.

Mr. Home Robertson

asked the Secretary of State for Scotland what proportion of the cost of local government services in Scotland will be paid by domestic and commercial ratepayers respectively, in the coming year, and what were the comparable proportions in 1978.

Mr. Ancram

On the basis of information in "Rating Review", domestic ratepayers financed 15 per cent. of local authority revenue expenditure and commercial ratepayers 9 per cent. in 1977–78, the year before the last revaluation, the corresponding figures for 1978–79 being 12 per cent. and 9 per cent. Provisional estimates for 1985–86 are 18 per cent. and 14 per cent.
