asked the Secretary of State for Wales if he will make a progress report on the current position of negotiations with the teaching unions over pay of their members in Wales.

Negotiations on teachers' pay are conducted on an England and Wales basis. We are not involved in the negotiations as the responsibility for teachers' pay rests with my right hon. Friend the Secretary of State for Education and Science. I refer the hon. Gentleman to the reply my right hon. Friend the Secretary of State for Education and Science gave to my hon. Friend the Member for Norwich, North (Mr. Thompson) on 19 March, at column777.
