HC Deb 31 October 1984 vol 65 cc1069-70W
Sir John Biggs

Davison asked the Secretary of State for Northern Ireland if he will make a statement about the finding of the European Commission on Human Rights on the use of plastic bullets by the security forces in Northern Ireland.

Mr. Scott

I very much regret the accidental death of Brian Stewart, which was the subject of the case before the European Commission of Human Rights. I have noted and welcome the commission's finding in this case, that the use of plastic baton rounds to quell the riot was compatible with the provisions of the European Convention on Human Rights. I would much prefer that the security forces in Northern Ireland did not have to face serious rioting. Those who instigate or incite such activity bear a heavy responsibility.
