What proposals have been made by ACAS in connection with the industrial dispute at the DHSS offices in Newcastle; and what has been the response by the parties concered.

ACAS offered their conciliation, rather than abitration, services. This enabled both sides fully to explain their respective positions. No proposals emerged and it was left to both sides to continue discussions outside the ACAS ambit.
