Mr. Tony Banks

asked the Secretary of State for the Environment if he will explain the mechanisms he envisages for implementing the aims set out in his letter of 23 March to the chairman of the London and South-East regional planning conference regarding the implications of the M25 on land use planning in the south-east.

My right hon. Friend's letter explains the part to be played by local planning authorities and the relevant road proposals of the Department of Transport. Further specific initiatives taken by this Government to promote appropriate development in the eastern sector include the establishment of the London Dockland Development Corporation and the enterprise zone in docklands, the enterprise zone in north-west Kent and the establishment of the dockyard trust and the involvement of English Estates in proposals for Chatham dockyard. Other possible measures may be suggested by the studies currently being undertaken by the London and south-east regional planning conference with the cooperation of Government Departments, about which my right hon. Friend informed the House on 27 July 1984 at column 846.
