asked the Secretary of State for the Environment which of the authorities selected for rate limitation have informed him of their decision not to apply for redetermination of their expenditure level, and their reasons for so deciding.

GLC, ILEA, Camden, Merseyside and Portsmouth have formally indicated to the Secretary of State their decision not to apply for redetermination of their expenditure level. Of these five authorities, the first four are believed to be under the misapprehension that the Secretary of State would seek detailed control of their spending in exchange for a redetermination; Portsmouth considers that it can live within the expenditure level set.
