Mr. Deakins

asked the Chancellor of the Exchequer what is the anticipated rate of increase in EEC own resources in each of the next three years on the assumption that the Fontainebleau agreement is ratified by member states.

Mr. Ian Stewart

[pursuant to his reply, 29 October 1984, c. 823]: In their latest three-year forecast for 1985–87, the Commission estimates that own resources (including VAT at a rate of 1 per cent.) will grow by 3.1 per cent. in 1985, 7.4 per cent. in 1986 and 7 per cent. in 1987. The actual VAT rate in each of the next three years will depend on decision by the Council and the Parliament on the size of the Community budget in these years. It is not possible to predict these decisions with accuracy.
