§ Mr. JoplingYes. The Government's policy for reform of the CAP is based on the need to ensure that net Community expenditure on agriculture grows less fast than the rate of growth of the Community's own resources base. This needs to be carried through to the individual commodity regimes in particular by price restraint and through the application of guarantee thresholds to all products in or likely to be in surplus or on which expenditure is rising rapidly.
