asked the Secretary of State for the Environment what action he intends following the consultation with local authority associations in July about a proposed change in housing subsidy policy for demolished dwellings.

My right hon. Friend is prepared to consider applications from local authorities for special determinations to allow housing subsidy to be paid towards loan charges on buildings which are demolished. In considering applications he will have in mind the circumstances in which demolition is proposed and will wish to be satisfied that the alternatives, including disposal to the private sector, have been examined fully. The continuation of subsidy towards loan charges will help those authorities, for example, which have defective dwellings which cannot be repaired economically. My Department will be writing to local authorities about the arrangements for applying for special determinations.
