the guidance in Welsh Office circular WHC(84)15, a copy of which is in the Library. Timetables for implementation in individual units will be set during 1985.

A "without prejudice" offer has been made to the medical profession as to interim terms and conditions, including the maximum fee or allowance payable, for a consultant or general practitioner in Wales acting as a general manager or undertaking agreed general management duties as a unit medical representative. A response to this offer is awaited, but the profession has formally accepted an offer which is identical in substance and which has been made in respect of clinicians undertaking general management duties in England.

Health authorities are required to meet any costs of implementing the general management function from offsetting savings elsewhere in their management budgets and without detriment to direct patient care.
