§ Mr. Ron Daviesasked the Secretary of State for the Home Department what guidelines exist for the police in relation to the fingerprinting, handcuffing and photographing of arrested persons.
§ Mr. Giles ShawParagraphs 4.16–4.21 of the "Consolidated Circular to the Police on Crime and Kindred Matters" (a copy of which is in the Library of the House) gives guidance to the police on fingerprints; and paragraph 4.65 of the consolidated circular gives guidance on handcuffing. The Police and Criminal Evidence Bill makes provision in relation to fingerprinting; and the draft code of practice on identification which has been published in association with the Bill makes provision in relation to photographing.
