asked the Secretary of State for Employment how many cases of staff underpayment, under the terms of the Wages Council Act 1979, have, in the last two years for which figures are available (a) been brought before the courts, (b) resulted in a guilty verdict and (c) resulted in a fine which has not been paid.

The number of employers prosecuted under Wages Council legislation for paying less than the statutory minimum rate was four in 1982 and two in 1983. All were convicted. Payment of fines is a matter for the court.
