Between 27 and 31 July my right hon. and learned Friend visited Peking at the invitation of the Chinese Foreign Minister for discussions on the future of Hong Kong. Very substantial progress was made in these discussions. Before and after his visit to Peking my right hon. and learned Friend visited Hong Kong as part of the regular process of consultation with the people of the territory. The statement which he made in Hong Kong on 1 August was placed in the Library of the House on the same day. Following these visits there were three more rounds of talks with the Chinese Government before a draft agreement on Hong Kong was initialled on 26 September. The draft agreement has been laid before the House in a White Paper. My right hon. and learned Friend hopes to make an early oral statement to inform the House of all these developments.
