§ Mr. HurdThe circumstances in which I may be asked to issue a certificate under section 42(2) of the Fair Employment (Northern Ireland) Act 1976 may vary 461W widely. In every case I would not sign such a certificate unless I was satisfied that the action to which the certificate referred had been taken for at least one of the purposes mentioned in that section of the Act, namely for the safeguarding of national security or the protection of public safety or public order.
