It would not be appropriate to publish comments on a draft paper of this kind.

asked the Secretary of State for Social Services if he will publish working paper C as soon as he receives a reply to his comments from the Policy Studies Institute.

Mr. Newton

When we receive a reply from the Policy Studies Institute to our comments on draft working paper C, we shall consider any material which they may wish to publish in addition to the working papers already published.
