§ Mr. MacFarlaneIn 1985–86 the water authorities net borrowing and other external finance will be limited to £203 million, of which £20 million is for the Welsh water authority. English water authorities are still being consulted on the allocation of external finance to individual authorities, but only the Thames water authority will be expected to repay outstanding loans.
