Mr. Tony Lloyd

asked the Secretary of State for Social Services (1) how much time he expects to allow for public discussion between the publication of the results and conclusions of the social security review and any necessary legislation being brought before the House;

(2) if he will ensure that no steps are taken to implement the recommendations of the social security review where legislation is not required until they have been debated in the House.

These are matters for consideration in formulating the Government's conclusions and proposals. Any recommendations which affected the nature, scope or levels of benefits, the conditions of eligibility and the rules of entitlement would require amending legislation before they could be implemented, and this would be subject to the normal parliamentary scrutiny.
