(2) if he will ensure that no steps are taken to implement the recommendations of the social security review where legislation is not required until they have been debated in the House.
§ Mr. NewtonThese are matters for consideration in formulating the Government's conclusions and proposals. Any recommendations which affected the nature, scope or levels of benefits, the conditions of eligibility and the rules of entitlement would require amending legislation before they could be implemented, and this would be subject to the normal parliamentary scrutiny.
