asked the Secretary of State for the Environment if, in estimating any savings arising from implementation of the Rates Act, he will be taking into account the additional costs of leafleting and advertising by his Department.

The cost of the advertisements and leaflet produced to inform the general public about the rate limitation provisions in the Rates Act 1984 was £418,630 and was found from within the Department's existing budget. We estimate that the savings from the level of expenditure which the rate limited authorities would otherwise have been spending in 1985–86 is £400 million compared with the expenditure levels set.
