Mr. Caborn

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government plan to propose or implement measures to carry out the recommendations of the final document of the 10th special session of the United Nations General Assembly, resolution S-10/Z, about nuclear disarmament.

Mr. Luce

The final document of the 10th special session of the United Nations states that the process of nuclear disarmament should be carried out in such a way, and requires measures to ensure, that the security of all states is guaranteed at progressively lower levels of nuclear armaments. The document also states that the achievement of nuclear disarmament will require urgent negotiation of agreements at appropriate stages and with adequate measures of verification satisfactory to the states concerned.

We endorse this approach.

Mr. Caborn

asked the Secretary of State for Foreign and Commonwealth Affairs what plans Her Majesty's Government have to comply with United Nations General Assembly resolution 38/183 J which calls for nuclear arms limitation and disarmament through independent initiative.

Mr. Luce

United Nations General Assembly resolution 38/183 J requested the Secretary General to prepare, with qualified governmental experts, a study on unilateral disarmament measures. I refer the hon.
