Mr. Caborn

asked the Secretary of State for Foreign and Commonwealth Affairs what plans his Department has to encourage further bilateral and multilateral nuclear arms control agreement talks.

Mr. Luce

We have continued to support the United States in its willingness to negotiate balanced and verifiable arms control agreements without preconditions. We have urged the Soviet Union to match the American commitment. We welcome the announcement of a meeting in January between Mr. Shultz and Mr. Gromyko. We hope this will lead to agreement on how to carry forward negotiations on the whole range of nuclear and outer space arms control questions.
